Donna and Shelby were moved to tears when they saw Mason’s gift. They hugged the boy tightly because it meant the world for them that someone kept TJ in mind as much as they did. Mason had taken extra caution to preserve his gift by placing it in a zip-lock bag making sure that it would be protected from the elements.
He had also signed his name on the gift and addressed it to Sergeant Butler. That was enough to move anyone, and that’s why it elicited the reaction that Donna and Shelby had. Mason’s reason for going with Captain America would move them even more.
